Hello there! This is not a bug is part of Redstone behavior this si called (locked repeater) 

 

Explanation

 

I will explain it to you so that you can understand what this is, we have 2 repeaters (repeater A and B) if you place the repeaters as they are in the image below.

Repeater A will be blocked and it will not be able to pass redstone if it is not activated but if it is activated and you block it even if you turn off the redstone, the repeater A will continue to give redstone signal. This is useful for many many redstone contraptions.
