Hello there! This is not a bug is part of Redstone behavior this si called (locked repeater) 

Explanation

I will explain it to you so that you can understand what this is, we have 2 repeaters (repeater A and B) if you place the repeaters as they are in the image below.

Repeater A will be blocked and it will not be able to pass redstone if it is not activated but if it is activated and you block it even if you turn off the redstone, the repeater A will continue to give redstone signal. This is useful for many many redstone contraptions. 

also in the Redstone repeater wiki information about how all this work 

If you add how to reproduce this bug in the report would be better for the devs!

This bug should be resolve as invalid, maybe the server you are trying to join is offline or having host problems

This is not a problem of the lightning rod, lightnings have a effect area (aprox 4 blocks) so you need to put it in inflammable blocks

I recommend you post some images if the issue!

In minecraft when the player rides an entity like boats, horses, llamas, donkeys, mules or the player is swimming the mining speed is reduced, this is not a bug as you say is working as intended

Im in 1.14.60 and this bug still present on this version and we are close to 1.16 release and nothing was fixed sadly

Your Issue with this is not a bug is just a wrong typing in the command 😞  in Bedrock edition the comands are divided in block type and tile data

This command is the solution 

/setblock ~ ~ ~ bed 1

as you can see here after set coordinates goes the block you want and the most part of blocks have a tile data in this case the tile data for beds goes from 1-16 wich is the amount of wool colors exist in game (in the image below is the correct command syntaxis)

Strongholds will luckly always spawn with the portal, so go check it out very well or even if its a error in the terrain generator this is not a bug that affects 1.14.60
