The picture says it all. Tested the lightning rod (placed it down and changed weather) and the fourth lightning that hit set the block next to it on fire.
Important instant Edit: This picture was recreated. In the Original situation I had a Block of TNT next to the Lightning Rod. The Lightning hit, TNT got ignited and the block on the Opposite site of the TNT, next to the rod, got ignited by fire. Since the TNT exploded I wasn't able to create a screenshot fast enough 😉

I thought the lightning rod was intended, so that there can't be a fire outbreak? It could be that the fire spreads to a block near the rod and is protected from the rain from something like leaves an then the fire could spread. If the thunderstorm will end in that moment there would be no rain to put it out as well.
IMO this is a bug since the devs stated more or less: We dont want your house to be burned down by a lightning, so here is a lightning rod and if you install it, it won't happen.
If the fire would always put out by the rain, the problem would not have been there in the first place, so the devs would not have invented the rod?

So please reopen this bug report, or I might just need to write a new one, since this clearly can't come together the way it is right now.

This is not a problem of the lightning rod, lightnings have a effect area (aprox 4 blocks) so you need to put it in inflammable blocks
I guess confusion comes from images like on this post, where a Lightning Rod is placed on a wooden roof.
Ah yes. A lightning rod that burns more builds than it protects. Excellent idea mojang. TOTALLY a good idea.

fr how was this marked as worked as intended its obviously a bug.
I'm unable to reproduce, fire is created every time a lightning strikes a lightning rod. However, note that the rain might put out the fire again pretty fast, and that it doesn't light all the blocks adjacent to the lightning rod on fire, so that if there aren't many blocks next to the lightning rod that can be set on fire, you won't see a fire as often.
