When you break Nether Wart, it only drops one Wart regardless of whether it is mature or not. This makes farming Nether Wart impossible as you can't propagate your supply.
NOTE: This is a texture issue. Nether wart appears full grown when it is not. The textures are off by one step, so wait for the wart to grow back to a seedling and then harvest. See MCPE-14766 for related bug.

I can confirm it for 0.15.1 as well which is odd as I spoke to the creator of this ticket and there originally was no bug a he was just confused on what it was supposed to look like when it was fully grown.
I have the same problem in my windows 10 version.
Regarding the mistake in identifying the maturity level - in the pc version there are mods that display the status of maturity - please consider adding this as a vanilla feature.
So here's what I observe. The fully matured render of nether wart looks like the the just planted render. If the devs fix that all should be good
As @Rob Russin said: This is an issue with modelling and that's all. Just to repeat, so everyone is aware of the work around: Once the wart appears full grown, wait for it to appear just planted (small) again and then harvest. You'll get your multiple warts instead of just the one! 🙂
