Hopper and chest minecart have multiple slots for items. If one slot is filled, work good, but if more than one, then minecart stop on POWERED rail, it should move...

The problem here is in the design of your unloader.
Minecart with 2 items comes up to the hoppers.
First hopper pulls out first item, minecart keeps moving.
Second hopper pulls out second item.
Comparator detects item in second hopper.
Signal from comparator shuts off powered rails, so minecart stops.
Hoppers fully empty minecart.
Empty hopper shuts of comparator, turning on powered rails.
Minecart does not move because
It has no momentum because it already stopped.
It is not near enough to the planks to bounce off of them.
