It seems every single player on the platform has the pancape. If I recall, this cape was intended for beta players only, but if it wasn’t then this report is useless. This can be easily reproduced by going into any account and selecting the cape from the cape menu. You can also join almost any server and see them everywhere. If this was intended I apologise for bothering you. P.s. I selected 1.16 hotfix because that was the only option other than the beta.

this seems intended, as it was released a few bug fix updates ago, and other Character Creator items are available for free.
