[MCPE-119543] V-sync is disabled in options.txt but I only get 60fps

After RenderDragon was released to Windows 10, my fps stays at 60fps. Even with V-sync off, it stays at 60fps. Before RenderDragon I got 300fps with V-sync off and 60fps with V-sync on. V-sync must be broken. Please fix it. I hate staying at 60fps on my powerful computer
