You cannot break blocks with a charged crossbow

When you pick up and load a crossbow, you lose the ability to break blocks.

Steps to Reproduce

1. Find a crossbow

2. Load it with an arrow

3. Attempt to mine a block

Expected Result
The block breaks. On Java edition, you can break blocks with a loaded crossbow in both gamemodes.

Observed Result
The arm swings as if you are mining but nothing visibly happens. This is the same in both creative and survival.
