I was playing on an smp that i am active on and i went into the nether and there was no mobs at all. Every single mob was gone. It was fine in the overworld but the nether was completely deserted

I think you're either in peaceful and not realised it, or you have a buggy world. I just checked my solo world and the SMP i play on and both have mobs spawning in the nether. I even went to previously unexplored areas on both to double check and new mobs appeared
Another alternative to not having mobs is someone else in the world and any dimension taking up the 200 global mob cap somehow
Further Update: On one SMP I help admin, I just had to replace the "definitions" folder as the nether was generating in stone and mobs weren't spawning anywhere. After replacing this folder, mobs started spawning everywhere and we got normal nether generation in unexplored areas.
I've tried what Rayth said and it worked. Just download the latest BDS, copy its definitions and use it to replace your server's.

Hopefully this is a patch issue. No mobs in the Nether except The End and Overworld.
