Old size worlds sink to y=0 when converted to infinite

When an old size world is converted to an infinite world, rather than creating a giant block of bedrock below Y=0 , like how worlds created before the beta do, the old size world is moved down to have the existing bedrock at the same layer as the new bedrock (Y=-64).

affects 1.17.30.20

Ive got this issue except converting chunks seem to rise upwards while the rest of the world remains on the same level, The lower chunk water level of rivers and whatnot is 62 while the water level of the Upper chunks is 126

I would like to add that while it is cool It is going to cause issues for me in the future as its moved places I have built upwards luckily left the main place free of the wacky terrain generation.

Fixed as of beta 1.17.40.21.
