The deepslate generate only on y=16, and i want it will generate below y=16

This issue is being tracked in MCPE-121724. Deepslate blobs will not generate under y0 because that's where deepslate will be the default stone.
This is also in lates java snapshot so maybe this is intended and deepslate below y=0 still not added to Bedrock Edition
