[Experimental] Vines from lush caves can generate on the surface

Steps to Reproduce:

  1. Create a new world with the seed "879324253";

  2. Enable the Caves and Cliffs toggle;

  3. Travel to the coordinates in the attached screenshot.

Observed Results:
The vines generate above ground.

Expected Results:
The vines only generate underground.

This is also my problem! The vines should appear in the lush cave. It's easy to spot the lush caves by the way.
