For some reason every time I intentionally drink a potion of weakness or throw a splash potion of weakness on myself or on other mobs it has no effects.

I cannot reproduce this. However, the apparent effect of weakness may differ depending on the attacker's based damage and the defender's armor.
Here was my test:
