Problems with /setblock command

Summary:
Can't go to Nether with /setblock ~~~portal command. In 1.17.0.50 everything was normal.

Steps to Reproduce:

1. Run /setblock ~~~portal command

Observed Results:
Portal disappears

Expected Results:
Portal remains
