[MCPE-12813] Dispensers lose contents

In survival, dispensers are empty after reloading mcpe.

Steps I took:
1) create and place a dispenser
2) place water bucket in dispenser
3) from Android's task switcher, swipe away mcpe to close it
4) relaunch mcpe
5) dispenser is now empty

What happens if you return to the main menu before closing MCPE?
