[MCPE-12852] Can't split Inventory Stacks

No known way to split items in any inventory (i.e. Player, hoppers, chests)

This poses an issue with proper uses of hoppers.

Still affects 0.14.0. I assume this is a missing feature and not really a bug, but the current situation is severely limiting the abilities of hoppers.
