If you haven't already, you might try to resolve this problem with the help of the Community Support Discord before concluding that this is being caused by a bug.

The bug tracker is only for reporting bugs to Mojang. We don't have the staff or the experience to help you check all the non-bug things that could be causing your problem, but that's what Community Support is for. If they are able to help you, your problem will be solved much, much faster by them.
