On Java edition, getting out of water plays a similar sound to entering water.
On bedrock sound is only played when entering water.
Steps to re-produce:
1. Create a new world
2. Enter world in creative mode
3. Find an Ocean, Sea or any water source of 2 blocks or deeper
4. Enter water --> sound plays
5. Exit water --> no Sound plays
Expected results: a Sound should play for exiting water which is seen on Java edition of game.
Observed results: No sound is played.
side notes: Other than being a parity feature to be in game, It's totally off that No sound is played while exiting water.

This bug was not fixed in 1.20.30.24. The sound should play when the player dunks their head underwater and emerges, but in currently plays when the player begins touching water. This results in ear-blasting whenever swimming and is not in parity with Java Edition.
This issue was fully solved in 1.20.40.21, with the sound now playing depending on where the player's head is relative to water.
As the behavior on Bedrock Edition seems to be working as intended now, there is a possible related issue on Java Edition where the sound plays consistently when entering water but not exiting.
It got fixed in today preview, but only for when you enter and exit a body of water. Meanwhile if you submerge there is still no sounds unlike Java Edition, same for emerging
