When sinking through a cobweb, entities stop sinking / start sinking incredibly slowly. I noticed the bug while building a Drowned farm, then tested it out in a Creative world. Mobs capable of movement will stop sinking completely, while the player (if not trying to move) will slow down so much that the movement is undetectable unless you are using a reference point.

Looking at it further today, if you place a water source above the waterlogged cobweb, that seems to fix things. So good as a temporary fix. Takes the drowned about 10 more seconds to get into the killing chamber, but for now this solution works well (especially in my case)

I have also had this issue on Xbox. It tends to be when there are several mobs stuck in the 1 cobweb. Expanding it to have several cobwebs helps, but overtime they all get stuck. They seem to all drop down very slowly as I sometimes get a bunch of them come into my killing chamber at once, then non for ages, but they are still spawning however. Not good when I have got 3 zombie spawners lol
