This issue seems to not affect the overworld nor if the item frame is placed on a wall or a ceiling. It does not affect block items either.
Steps to recreate:
1. Put a glowing item frame on the ground.
2. Put an item (that is not a block) on the item frame.
After that, you can see that the item on the glow item frame looks dim.

@Splunkon, as I've mentioned, it doesn't affect glow item frames places in the overworld, tho I haven't checked on this bug for a while. I'll check on it later. For the mean time, if you want to double check for yourself, try doing the same thing in the Nether. Cheers
Oh sorry, I completely missed the part where you said it doesn't happen in the overworld. I just tested it in the nether and it still doesn't light up things that aren't blocks. So this still occurs in 1.19.60 I would recommend adding that it doesn't occur in the overworld into the "steps to recreate".
I think this issue may be caused entirely caused by (MCPE-174534) and (MCPE-65541).
I'm not able to reproduce this in the latest version (1.19.60)
