Replication steps:
1. Open new creative world
2. Put down a chest with two blocks stacked behind
3. Place a hopper on top facing into the top block
4. Place any item into hopper and note that the item doesn't transfer
5. Remove hopper and place a solid block on top of the chest
6. Place a rail and hopper minecart on top of the block
7. Destroy the block and check the hopper minecart to see the railing inside; if you picked up the railing instead, place any item in the minecart and note it staying in the minecart
Expected behaviors:
1. Hopper will transfer item to chest below
2. Hopper minecart will transfer item to chest below
Observed behaviors:
1. Hoppers only transfer to a chest if facing straight down into chest
2. Hoppers will deposit to another hopper i_f facing into it_
3. Hoppers will pull from chests if straight down or directed into another hopper only
4. Hopper minecarts don't deposit to chest at all but will deposit to hopper

I think the mistake is wholly on my end. I somehow thought the "pull from above" somehow also translated to "push to below" even when facing a different direction. So sorry for the confusion. Thank you for clarifying it for me though!

Note that the hopper "funnel" must point toward the container the hopper will transfer into.
Hopper minecarts don't have a funnel, so they can only "pull" items from above. They need to be over a hopper for it to pull items out of the hopper minecart.
