Small dripleaf can be placed in flowing water (incomplete water block)

This bug report is a parity issue with Java.

Summary:
Small dripleaf can be placed in flowing water (incomplete water block).
This does not correspond to the Java version and causes a small bug MCPE-139019.

Steps to reproduce:

1. Place the water block on a flat surface.

2. In the resulting flowing water, try placing a small dripleaf.

Observed results:
You will be able to place small dripleaf in flowing water.

Expected results:
You cannot place small dripleaf in flowing water. Only in a full water block. Since placement in flowing water contradicts the Java version.
