[MCPE-13979] Bug with scrolling wheel

Sometimes when I scroll with my mouse wheel to swap items in my hand, I scroll and it swaps to totally another item (witch means that it doesn' t change to the item I want it to change to). I know it's not a problem with my mouse because on Minecraft PC it works just fine.

I am unable to confirm this. My scrolling wheel works just fine for the Windows 10 version.

1.13 recently suddenly broke scrolling on Mac OS on two different machines here. Touchpad scrolling works, but Mouse wheel scrolling got unmanageable. Setting the sensitivity to 1.0 instead of 10 brings back mouse wheel scrolling but makes touchpad scrolling effectively unusable.
