When I was playing around in survival, I noticed that when a creeper blasted upon me even though in water, the terrain was damaged.
Way to recreate : Create a new infinite world in creative, search for a "pond" and spawn a creeper in it. After spawning, ignite it with flint and steel. In some cases you will see it damages terrain, while sometimes it doesn't.

Way To RECREATE: Spawn in a new creative world.> Find a water body where there is land beside. There may be 2-3 blocks gap from the land.> Summon a Creeper (in the water) with the spawn egg.> Press and hold the Creeper with a flint_and_steel.> Observe the damage done by the creeper.
Note: 1-The creeper only damages blocks above water, not underwater blocks. 2- In the PC version, the creeper doesn't damage blocks above water or below water if ignited/blasts in water.

Confirmed in 0.15.0 and 0.15.1. Did not notice it in 0.14, but have had to rebuild a few times in 15 when I got too close and they took out parts of my walls. Using Android 4.4.2
I converted an unused survival world to Creative and placed 3 creepers in a pond, then converted the world back to Survival. As soon as the world loaded, one of the creepers blew up, taking the other 2 with it. But the wall it was next to was not damaged.
Version 0.15.4 Android on a Samsung Galaxy Tab.

Also this was created in April, so when there weren't much back then, I forgot about this.
This bug has been reported to our internal bug tracker for further testing and a fix. It is scheduled to be fixed in one of the future updates (no specific date can be provided).
