[MCPE-141131] Pillars of dripstone do not generate under lava (end at the surface of the lava)

Summary:
Pillars of dripstone are generated on lava as if on stone. That is, they do not go into the lava, but end at the surface of the lava.

Seed and coordinates (1.18.0):

Seed: 1792249514
Coords: -1384 -14 -4553

Steps to reproduce:

Create a world with the above seed.
Visit the coordinates above.

Observed results:
Pillars of dripstone blocks end at the surface of the lava.

Expected results:
Pillars of dripstone blocks will go under the lava (rather than float on the lava).

confirmed this has been a bug since 1.17.0.54 though this is related to MCPE-135062 and MCPE-128128

Cannot reproduce with the current sets of seeds and coordinates provided for 1.18.0 in 1.18.0.25 Beta.

The latest affected version is 1.18.0.23. In 1.18.0.24, all the seeds were mixed, but I saw a similar generation already in 1.18.0.25. I'll provide a new example for 1.18.0.25 later.
