The behavior is the same as that described in MCPE-141971 but am logging a separate issue for the different OS. This started with the update to 1.17.30.4 After starting Minecraft the red Mojang splash screen is displayed, then fades to black. After approximately 6 seconds the screen turns red again (this is when the new error report is written to the ReportArchive folder) and the application closes. All other devices in the house, PC and console, are working as expected.

Reset the application
Reinstall the application
Kill system tray applications one at a time until none active
Updated Video card drivers
Ran windows update
Things I haven't tried
Repaving the device, I'd rather not unless necessary.

A quick update for 1.17.41:
I can now run the game when forcing the Intel HD630, so yeah❓
The behavior when using my discreet graphics card (Radeon Pro WX 4130) is now the same as what I encountered in the beta. Red and Black flashing screen.
I'm still not able to run Minecraft, but did try some new items.
Removed Dell drivers for Intel HD630 drivers and installed latest intel drivers.
No change in behavior
installed the 1.18 beta
On first start up The application loads but the Mojang splash screen is never displayed. The screen flashes from Red to Black
If I start with no configured graphics settings of graphics settings set to either let Windows decide or high performance (Radeon Pro WX 4130 21.Q3) this is the encountered behavior.
If I set graphics settings for Minecraft to power saving forcing the intel HD630 The beta starts and runs as well as it can for that video card.
