I thought I got the bug on my device but the next fortress that I got into had all of the chests, and matching the chests placement and amount of them on the same seed world, but on normal difficulty. And I think the disappeared chests can be connected to the MCPE-23416 and MCPE-48622.
Are you sure there are no chests in fortresses on your peaceful world, none at all?
