nether fortresses does not generate

Please provide a seed in which you previously had a nether fortress and now do not.

For example, if I create a new creative world with seed 2124665345 and place a nether portal at the river a few blocks in front and below spawn, you will teleport inside a nether fortress. I just did this in 0.15.0 build 1 on my Samsung Galaxy S6.

Please respond and add the current version if you can reproduce this issue.

I'm actually having this problem. I generated 6 new worlds & wandered for quite awhile, & not a single one of them generated even a chunk of fortress in the Nether.
