Dripstone Caves generations are different between Android and Windows platform

The dripstone cave generations are different between the Android and Windows worlds. This breaks the parity between Bedrock's platform on worlds.

Step to Reproduce
1. Create a new world with the seed 1834541111
2. Do /tp -335 65 554
3. Take a screenshot.
4. Save and quit, and repeat the process from the start.
5. Compare both screenshots.
