[MCPE-146966] update Bug by old chunks

Sometimes huge areas under my old chunks are not updated correctly. You get stuck in 1.17 but have no bedrock.

I'm not sure if this problem is the same as MCPE-98789. The bug only affects old chunks, and only those that have not been used for a long time. In addition, all layers below 0 are missing. The old Bedrock has been replaced by Deepslate.
