Old bedrock layer won’t convert into deepslate after updating to 1.18

I have a world that I made back in 1.16/1.17 (Cave and Cliffs features were on before the update) I have tried reloading the game, going to unloaded chunks and coming back. I have also tried going 1000+ Blocks away and quitting the game and reloading and traveling back through the overworld and nothing seems to work. Which is rather frustrating as I’m trying to explore new caves in my old chunks. In short the old bedrock layer from 1.16/1.17 (I’m not sure which I started the world on) is still there and has not be converted to deepslate after updating the game and making a copy of the world after prompted to do so.

If you load a Creative copy of the world and dig below Y=0, is there more bedrock or just the void?

If you load a Creative copy of the world and dig below Y=0, is there more bedrock or just the void?

I just checked, and it’s just more bedrock, and my loading times have increased very much as well, it feels like 3-4 mins of it saying loading resource packs and 2-3 mins of it generating the world. I don’t know if it’s due to all the bedrock that I have just discovered is under my world or if it’s due to the update. 

This is not a bug then. From the 1.17.40 changelog:

Added new world/cave generation when upgrading saved chunks below "Y=0" using the Caves & Cliffs experimental toggle

  • Chunks previously upgraded with Bedrock underneath will not see this change
