Updated Description by @unknown
Summary: If you place a scaffolding tower at coordinates x=0, y, z=0, the block at y=0 will act like a solid block.
Steps To Reproduce:
Create a scaffolding tower at x=0, z=0
Go down or up the scaffolding tower
Observed Results:
You will not be able to go through the scaffolding at y=0 like normal.
Expected Results:
You will be able to go through the scaffolding at y=0 like normal.

Original Description:
0,0,0 acts like a solid block. I can't walk thru it and if i fall on it with nothing there i take damage. You cant place things on it but scaffolding is not affected by gravity when placed on 0,0,0

Have you tried other x and z coordinates (like 1, 0, 1)? If so, it may just be an intentional feature to stop players from going partially into the void and taking damage. However, if it only applied to the coordinates (0, 0, 0), that may indicate a computing bug or something related.

@unknown Either way, in 1.18, y=0 is not Bedrock level so it would still be valid.

I actually noticed this today in my survival world. Scaffolds treat Y= 0 as a solid block at any x and z coordinate. simple fix, its an oversight from changing world height. This is prolly just because Y=0 was bedrock before and the game thinks it still is bottom of world. not sure the reason but I am sure they will fix it.
How I tested, I stood at bottom of deepslate cave and stacked scaffold towers until taller than Y=0
break bottom scaffold, and watch they stop falling at Y=0 and you have to climb to break the higher stack.
