blue boundary

there is a strange boundary. when I mine blocks, it continious...

it just dissappeard when i mined the bottom gravel... then reappeared after mining 3-4 blocks. I believe it is about going in and out of water. 

Does this appears to be a lighting issue, as described in MCPE-58182?

no it is not like in MCPE-58182... there is an SS attached. everything I know is there and I added the rest in the comment. I dont know anything else. 

@unknown: It seems you just stumbled upon a cloud. You are probably digging into cliffs (judging by the very high coordinates). 🙂

@EVGENSYPERPRO it really might be the case. if it is so, i feel so dump 🙂... But, as I remember, when i was digging below 10-15 blocks deeper under the blue line, the environment was very dark. Then, all of a sudden, when I mined a block, it was lightened (to normal level) and when I look up, it was gone. if I recall correctly again, i looked to up and it was still there just before the mining. So probably it is not clouds.  

We really need more information to understand what it is that is happening.
If the issue occurs again, please attach a video.
Sometimes there are lighting changes at subchunk borders, which occur at multiple of 64 blocks in the Y direction.
