When a flecther villager lists its final trade at level 4 villager, you can see either a colour of arrow or an enchanted crossbow. If the colour of the arrow is the red of instant health, specifically, and you finish upgrading the villager to level 5, it will always be instant health I, and NEVER instant health II

I don’t think fletchers sell level 2 of any tipped arrows, or extended time versions either. Just the basic of each potion type.
