I was making a monster farm in the sky when I noticed that the water was moving very little
It's not just a problem with water, it's also a problem with redstone and many other things.
(at the beginning I thought it was my processor that's why I put it in the video to show that the problem doesn't come from there)
I watched the video again and I think maybe it's the chunk ticks that are slowed down because the water below is also slowed down near the waterfall

The reason water is slowing down in some places in your video is that you have overloaded the chunk with water flows that are all trying to update. Water uses “pending ticks”, a kind of scheduled block update, in order to spread over time. The game has a limit to how many “pending ticks” it will process within each chunk during each game tick. If the game did not bottleneck pending ticks this way then everything could freeze or crash, which clearly would be much worse.
