At a quick glance it may appear similar to one part of MCPE-109870 however, the buttons are not clickable, it is just the blank screen with the moving panorama.
How to reproduce (sadly not 100% consistent):
Boot the game and press on marketplace as fast as possible, where the marketplace is connected (in terms of having a picture/animation) to the internet but your not logged in yet. This is best achieved when you don't have fast internet
an error message appears saying can't access marketplace (saying wrong version but it is the latest version of the game...)
press the x
if the same message appears with the panorama in the background (instead of black like the first one), you have successfully triggered the bug
Press the x one more time, congrats you are now soft locked!

Incase this is hardware related I will put down some info here (keep in mind this info is from Oct 1st 2021 while the video was Dec 17 2021, so an update to pc may have occurred in that time frame. This was taken from an java crash report file):

Between the time of creating the video to now, I had updated all my drivers etc. to try and fix a bug in a different program. I'll keep an eye out when it happens again to be sure to record it once more.

Type "dxdiag" without " then click enter
Click "Yes" if needed and Click on "Save All information.."
Upload dxdiag to your ticket
Also, Please check for driver updates for your GPU and if GPU drivers are up to date - Do you experienced this bug previously on older versions of drivers for your GPU?
tip: Nvidia GPU drivers can be updated via Nvidia experience app.
