I looks like they are bumping each other because of how you set up
the test. Minecarts bounce your off other entities within 0.25 blocks of touching. Can you reproduce the speed differences on parallel tracks?

Can you still reproduce this in 1.19.0? I cannot reproduce it in a similar setup to what is shown in your video.
I also think this may be the same issue as MCPE-141920.
