[MCPE-153124] Waterlogged blocks >= 0.75 tall and < 1.0 tall do not prevent fall damage

Steps to reproduce: Waterlog a chest and fall into it.

Observed results: Fall damage is not prevented.

Expected results: Fall damage should be prevented.

Cauldrons have already been reported at MCPE-104572, so I have removed them from this report.

Several tall but not quite full blocks could be added to this report, like horizontal grindstones and enchanting tables.
