[MCPE-153184] can't place pressure plates when teleporting to 0 0 0

When teleporting to 0 0 0 and trying to place a pressure plate, the pressure plate wont be places

If you have already placed a pressure plate NEAR 0 0 0 then teleported to 0 0 0 your feet won't touch the ground

This is the same issue as reported for buttons and 0 0 0, so I am resolving this report as a duplicate.
