If player is under water or behind ice, then banners are visible clearly. Banners do not act like other blocks, which become less visible if under water or behind ice.
Steps to Reproduce:
1. Place any banner
2. Place ice behind banner
3. Stand behind the ice
Observed Result:
The banners are clearly visible
Expected Result:
Banners, like other blocks should become less visible
