To reproduce, find a snow biome and observe the snow layers. You would find that the snow layers are of one layer each and there is no variation. It is expected that the snow layers are of different thickness.
This bug has been occurring since 1.18, which has stripped off this exclusive Bedrock feature without a notice.

You may enter older versions of Bedrock and find out. Compare the snow layers between 0.12, 1.17 and 1.18. This change has not yet confirmed to be intentional.
Or you can observe the snow layers closely in the videos.
Not all changes are necessarily mentioned in the changelogs, and if the appearance now matches the Java edition it is likely intentional.
