Summary:
In 1.18.30, the GUI for anvils, brewing stands, beacons, enchantment tables, furnaces, blast furnaces, smokers, grindstones, and smithing tables have been resized to be smaller when using Pocket UI, which is intentional per MCPE-154045.
This change has caused the top bar in these GUIs to no longer be retextured in all official resource packs except Adventure Time, Star Wars, Steven Universe, and Toy Story.
Steps to Reproduce:
Navigate to Settings > Video and set the UI Profile to Pocket
Open a world with one of the affected resource packs enabled
Place and open any of the mentioned blocks
Observe the top bar's texture in the GUI
Observed Results:
The top bar uses the default texture.
Expected Results:
The top bar should be retextured, just as it used to be.

This issue may also cause the pop-up "Texture Pack/Behavior Pack Activated" that appears at the top of the screen to disappear
I can confirm that this has been fixed in the Adventure Time Pack, but that it is still present in the following:

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
