[MCPE-155098] Allays volume sound is very low

The current allay volume sound is very low. This is because the volume that the sound_definition.json only defines the volume between 0.1 to 0.3.

How to Reproduce

Spawn some allay
Hear their sounds
Crank your volume to 100
Repeat the steps

Heard Result
Their volume sound is very low.

Expected Result
The volume sound should be a bit louder and audible enough.

Affects 1.19.20

Haven't heard a difference in 1.19.22, but if the behavior files haven't changed, then this still affects current version.

I did not hear a difference in the newest versions as well, and files have not changed so the fix is probably performed somewhere else (if the fix was performed at all). Is this still an issue for you?
