If a player has global resource packs added, and they join a world with forced resource packs, the global resource packs are not loaded. If the world's resource packs are not required to be downloaded, the global resource packs load as normal.

It would behave as if the toggle was disabled. I don't think this was always an issue, although if this is intended then I apologize.

However, this issue is Working as Intended.
The report you have submitted is working as intended: The global resources menu in-game the includes the following statement as part of the explanatory text below the default texture pack: "Resource packs in your worlds or worlds you join will apply on top of these global resources.”
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
