It also doesn't exist on android for some reason. I thought it was just because of my resource pack then I disabled it and still no signs of life on the settings and the new create UI also, it doesn't exist.
Edit: It seems I also cant see the new Touch controls UI in this update.
Same with me (IOS iPad). I wondered if it was going to be rolled out a month or so, but it’s been far long, especially with 1.19 out now.

However, this issue has been closed as Working as Intended.
The new "Create New World" screen is still only available on certain platforms (eg Windows, Xbox) and will be rolled out to other platforms in the future. As mentioned previously in the 1.18.30 Changelog, ., we need some more time to work on these features in order to provide the best possible experience.
