/tellraw command acts like /tell

Upon updating to Preview 1.19.10.22, I noticed that the /tellraw command behavior has changed to act like /tell command.

Steps to reproduce

1. Run the following command:

   /tell @s this is with tell command

   The observed result:

   [media]

2. Run another command:

   /tellraw @s {"rawtext":[{"text":"this is with tellraw command"}]}

   The observed result:

   [media]

   The expected result:

   [media]
