Tropical fish are spawning in lukewarn oceans (Regular oceans with sand on floor). They should only spawn in warm oceans and lush caves, which these biomes are not near.
Steps to Reproduce:
Create new world
Find Lukewarm Ocean
Check under the water, and wait for tropical fish to spawn.

No, I thought of that. The first time I saw it was in chunks generated in 1.14 or the bedrock equivalent at the time. I then made a new world and had the same result. The issue is lukewarm oceans.

Maybe you are near a mangrove swamp. Tropical fish do spawn there. The mangrove swamp is a new feature for 1.19.
