Sometimes propagules generate with a solid black texture. Still not sure how to reproduce 100% of the time.
The image attached is a leaf block place by the player in a flat world and then bone mealed to grow it. BUT others on the same situation are not affected. I have also come across this in my survival world on naturally generated leaves with naturally generated propagules.

No redstone in the world at all in the pic (it was a flat testing world for builds). When I picked it and used bonemeal to regrow it, it still had the solid black texture even after exiting and reloading the world. Other leaf blocks right next to it didn't have this problem and would grow normal propagules.
The other place I found it was once in a naturally generated mangrove swamp. I thought it might have just been too dark to illuminate it because of the dense cover so I didn't think too much about it.
I think I have an idea as to why this is happening. The propagules are only responding to sunlight exposure with their lighting model. Here is a pic of a propagule that naturally generated and is almost black.
Using a torch to light it up, it stays black. If I break a few leaves so there is more sky exposure, the propagule has color again.

Does this issue still occur after updating to 1.19.22? If so, can you please upload copy of world with this issue occuring? If it exceeds file size limit you can use OneDrive or similar file hosting service and share link.

Do you perhaps have some redstone on the same x or y coordinates somewhere near?
What happens if you refresh the world or reenter?
