I have found this error on multiple worlds and servers, and it seems to be a rendering error with the textures, because it is a non-solid block.
TO RECREATE:
Open a world,
look for shallow water,
and you will find it

Water Texture replaced by underwater plants (IE, seagrass, coral fan)
