You can not tame horse skeleton, when born naturally.(It was not placed in the creative) It is not possible to tame or lasso the horse skeleton.

You can put a saddle on the horse if a skeleton was riding it prior to you coming across it. He/she is saying that the saddles should still be on it if the skeleton was killed.
